Panerai watches

Would like to know the boards opinion on Panerai watches, I like their design.
Aspecially the Luminor 1950 series.
How do they hold their value? Should I buy new of used?

The model I am looking at is : PAM 317 or PAM 311
Is 5000 euros a realistic budget?
