Why don't we have public information films?

We could have 2 minute films on keep left unless overtaking, importance of matching speed when on slip roads - don't just move L1 to L2 when it's quiet, common first aid techniques, upcoming infrastructure projects etc

Aimed mainly at the BBC as it is the 'state broadcaster' and it wouldn't cost as much (to my uneducated mind)

Surely the AA or even Highways Agency could stick an advert on the BBC?

I can't help thinking that we spend millions on smart motorways to increase capacity when half of the issue is that we aren't using the existing capacity properly!
