Apart from annoying the locals, how will this work? Will there be checkpoints at the border catching people who had been perfectly fine in England but are now dangerously drunk in Scotland?

Exactly. These measures are always justified by saying how many people are killed by drink drivers, neglecting to mention that anyone who was a drink driver before will still be one, just to a greater degree. Edinburger said:

But others are suggesting the proposed law change is wrong because they want to have a drink and drive. Fundamentally, that's wrong.

Just to clarify and to answer a question someone put to me: my point was that we should drink or drive. I personally don't see the point in just having one. If I'm out then I'm out and I'm having several. One pint is pointless. And if I'm driving then one pint is madness.
