Apart from annoying the locals, how will this work? Will there be checkpoints at the border catching people who had been perfectly fine in England but are now dangerously drunk in Scotland?

Exactly. These measures are always justified by saying how many people are killed by drink drivers, neglecting to mention that anyone who was a drink driver before will still be one, just to a greater degree.

What on earth has that got to do with anything? We are talking about the drink drive limit, not the flying limit (which is a lot lower).

Fundamentally, that's wrong.
It isn't wrong. Back in the days when laws were set according to logic rather than emotion the limit was set at its current level because it represents a balance between freedom and increased risk. If you never drive tired, with kids in the car, with a cold, talking to a passenger, listening to something annoying on the radio or stressed then you can lecture the rest of us about having one pint and driving. If you do any of these legal things that increase risk then you're a hypocrite.

Whereas I am capable of enjoying one pint without feeling tortured by it and needing to have more. I'm not Scottish though so that may explain it.
