Manhole cover replacement costs?

Two drain covers on our drive got popped by a skip lorry driving over them.
No bother I thought, I will just get a local plumber to replace them.
I've just been quoted a grand plus VAT! Is that normal?
I appreciate you have to replace the frame not just the cover and in this case the frame is in tarmac but a grand. Surely it's less than a days work for one person. The covers themselves look like they are £70.
What is the going rate for one of these things?
