I ordered a pizza a few days ago from a large national pizza shop that has overpriced pizzas with lots of discounts.

They didn't have a discount that suited me, and I was starving and didn't have time for anything else, so I ordered one for about £18 which is stupid money for a pizza.

It arrived cold, soggy and with completely wrong toppings - I'm pretty sure I got someone else's pizza, although the label/toppings list on the box was correct for the pizza I ordered.
I couldn't eat any of the toppings, some because they were disgusting and others I'm allergic to. I ended up not eating.

I called the branch the next day, they said that because I paid with paypal I need to email their head office for a refund.
I emailed the head office... No reply.
So I raised a paypal dispute... No reply.
So I asked paypal to take over the case, and they said they'd make a final decision after a response from the pizza shop... No reply.

PayPal eventually made their final decision without hearing from the pizza company, and their decision is "We are unable to take any action on this case because it is not covered under PayPal Buyer Protection."

I paid for one product, and received a different and unsuitable product. How is that not covered???

How do I get my money back?

Thanks for all of the advice. I have only skimmed over it, but I understand that the recommended course of action is small claims court? I have started proceedings. If there are any decent lawyers reading this who fancy a pro-bono job, my email is open.

Seriously though... I'm still annoyed about PayPal's decision.
I've been buying high value items (even more than a full-price Domino's pizza) using PayPal for years because I felt protected by their reputation of always siding with the buyer. I've never abused it or taken advantage in any way but still felt safe... Now I think I'd be better off using a credit card in future.

They're not that bad when fresh, with an Italian style crust and the right toppings. I think the quality difference between "decent pizza restaurant" and Domino's is a lot smaller than the difference between "decent burger restaurant" and McDonalds (although to be fair, a big mac doesn't cost £17)

When cold, with a soggy crust and the wrong toppings.... Not so good.
