Little gas canisters all over parks

I might just be a bit behind the times, but what are all the little canisters for? The ones you see around parks etc.

I'd assume they are CO2 but not sure what use that'd be for the types that are using them...

Is there any other use for them? How do so many get sold, obviously everyone is not whipping that volume of cream...

Problem is they are using NO2 not CO2

Just to add to this - spotted some guy driving his car with a balloon sticking out of his mouth. Would guess he's doing this while driving - was fairly erratic. Wtf!

CO2 leads to asphyxiation especially at cartridge-to-balloon concentrations.
