Big queue on Bank Street, Canary Wharf

There is a massive queue of people on Bank Street in Canary Wharf. It looks like it goes from the Wintergarden all the way past Lehmans down to Morgan Stanley

Anyone know what they are queueing for? Everyone seems to be holding a piece of paper
