Bubbles on the side of a glass?

Ok, stick with me.

Sometimes when I pour a glass of something fizzy, be it Coke, Beer etc I get bubbles "stuck" to the side if the glass which I like and looks visually appealing. But then other times no bubbles at all? Same drink, same glass.

So what's going on?
