Can someone help me - What is this part?

Hi all,

This may be in the wrong section, i apologise if so. It may be nothing to worry about however ive got out my car this morning at work to find the part shown in the picture directly behind it. Im obviously a bit concerned it could be off either mine or my collegues car. Could someone please tell me what it may be for? (if it is for a car at all).
