Why is elephant racing not illegal?

It basically deliberately causing a hold-up on a motorway for absolutely no good reason, It should be 6 points and a 350 pound fine to the driver for any lorry that doesn't use lane 1

Companies limit trucks as 56mph is deemed maximum mpg speed.

In theory trucks could get away with 65mph if you take the plus 10% rule.

EU law - which we still have to follow much to the annoyance of NP&E - limits trucks to 56mph. So that's what trucks are limited to. It'd be interesting to see if trucks that are only used in UK runs are limited to 60mph in future or keep the 56mph limit and whether upping the limit to 60mph could see more elephant racing as UK trucks attempt to overtake EU trucks?
