heard recently than government has passed that alternative fuel 3.5t vans now can run at 4.25t, but still driven on b {car licence} but biggest bonus is no o licence or tacho required.Electric vans{ not much use} and cng or lpg vans qualify for this, apart from iveco daily 3.0 petrol{ runs on cng gas too} though local Iveco dealer did't even know this model was available. This payload bonus will make vans/tippers etc much more useful as payload on 3.5ton is't great.

not sure how it works, does this mean a 3.5t {lpg/cng} van can run at 4.25t or has to be "plated" to 4.25t but carries same rules as 3.5t

I think that you'll still get a bit of extra payload on a CNG van - I can't see that the gas system adds 750kg
yes the cng/gas seems good option, get 600kg more which makes tippers/transporters more usable
