Mega bright no. plate bulbs... new 'trend'?

Apologies if this is a pea-roast, but wtf is going on with rear number plate lamps?
I've noticed an increasing amount of cars with what I'd imagine are retro-fitted bulbs that are several times brighter than standard. Could be any car, but none that I've noticed were new, most seem to be from the Fatherland and the last one I recall was a silver E60 M5 (think that's right) tonight.
They are usually so bright, that the rear plate can't be seen properly. Is it merely the latest fad, a la German style plates or gangsta tints, or is it something more sinister?

Nice.But just to reiterate, it's the rear I'm on about, and so bright as to almost completely white-out the rear plate. Bizarre.
