Strange, it certainly makes the old system seem poor in comparison.

I'm going to guess it's a "law of averages" device.
I.e. when you have enough cars (like parked in a city for example) using a transmitter that just "burst" transmits say 100 random coded commands will quite regularly, just by chance, open a car close enough to the guy using it. Witness in the video that the guy using nearly walks right past the car it unlocks. That suggests he isn't targeting that particular car as such, but just the cars in the street.
The issue with all security devices is that what ever a man can engineer, another man can reverse engineer or defeat! TBH, the way to stop this, is to simply make the crime "Not pay" ie. to have a sufficient jail terms of financial penalty for people caught doing this to not do it again.
I would suggest that losing 1 finger per car crime would be about the right level.

Seriously though, locking your car will not deter a thief that wants something you have, your car still has glass that can be broken easily. Remember when Carltons came out with dead locks, thieves simply removed the door lock ruining the skin. In most cases you're best making life as easy but as unrewarding as possible for them.
