How much does a road cost?

If your local council is anything like mine there will be a secton on their website listing the cost of recently completed works.
In my area about 3 miles of single carriageway (in ok condition) cost £30k to resurface.
If I was guessing at 10 miles of rural road I'd say over £100k to properly resurface ie not "dress" with chippings. There wouldn't be any point starting from scratch as proper grading would be enough.

I'd say its a lot more than that - decades ago my old man had a quote for his drive admittedly its a large in and out drive - at an extremely wild total width I'd say 3-4 cars comfortably and then length 25-35meters. Another example is a local car park probably 100 car spaces at a guess that took over £20k to do it properly according to the local papers at the time.
Well Motorway can cost 138 Million a mile.

A lot more than that. The estate my Dad lived on needed to have the road resurfaced and through various quotes ended up costing over £120k and that was less than a mile total length.In my area about 3 miles of single carriageway (in ok condition) cost £30k to resurface.

A new bypass starting from scratch cost £89 Million in my home town, for less than 5 miles.

There is a difference between what is costs to physically lay the road and what it costs to provide a new road complete with all regulatory approvals and all the other associated planning / environmental / etc guff that the hard of thinking / 'Kippers blame on Europe , but in fact would likely exist regardless ... You just can't help yourself can you?<conspiracy theory coming up> Personally I think there is something dodgy about government / big construction industries. I live in London and am continually astounded by the constant revisions to road layouts / pedestrian crossings / kerbs / traffic islands that takes place. I've noticed it for well over the last 10 years, to the extent where it is obviously ridiculous. First they will install some bumpy paving stones for the 0.5% blind population, then come back a year later and widen the footpath, then come back a year later and install a traffic island while reducing the width of the footpath, then come back and alter the shape of the road so busses block anyone from passing them while at the bustop etc.
And who pays for all this....
