My wife's car got valeted today

Interior only. 2014 Fiat Panda.
Top Tip - never buy a car with a light fabric interior when you have two demon spawn masquerading as your sons.
'Blimey, that's a state' said the valet, adding another £20 to the price.
Post valet, all is well for a short time, the car is lovely and clean inside. Car is left running with windows cracked open and heater on full to dry the seats out. Happy days.
Then the wife phones me about 20 mins later and there is a constant blaring noise in the background. That'd be the horn, not the wife.
I told her to phone the valet chap and as she's on the phone to him, the noise cuts off abruptly and the car then buzzes gently (her words, not mine)
Valet chap says the condensation has probably shorted out the horn connections in the wheel and it'll dry out. 4 hours later, the horn still isn't working.
I'd change the fuse if I could find the b
d internal fuse box so I can use the tool to pull the horn fuse from the main fuse box.
Understandably a bit cheesed off but the car is very clean.. Unmentionable stains that were sure to affect the resale have been shifted. Strange and interesting smells removed.
I haven't paid the valet man as yet. Where do I go from here?

Today's update: Horn still not working this morning when I left for work...
I have found the internal fuse box - it's behind the glove box which is I suppose, to the left of the steering column as described in the owners manual. Just quite a long way to the left..
No fuse puller in there so off to Halfords to buy one and a couple of 15 amp fuses. Replaced fuse (F10, had blown), horn still not working.
Paid the valet this morning, just been on the phone to him and he's suggesting removing the airbag to check the switch contacts for the horn. Fairly happy to do that, it's just a pain in the arse and dicking around with this car is delaying me from doing what I want to be doing - fitting the new struts to my e36
