I thought this, but bought a "ringing kit" on eBay for the plate and the car hadn't been in the road in 2decades (or existed as it should really) and the dvla issued the plate on retention no probs at all - I had to fill in a few forms and speak with them but was fine
excuse my ignorance but what is a ringer kit?

I believe there is an appeal process
I had a car stolen years ago with a personal plate . Was found burnt out was promptly written off by the insurance company. I then wanted to transfer number to new car. was told by dvla I couldnt because original car was scrapped . after many appeals and many letters and phone calls I got my reg back
thank you so much
