Seemingly meaningless 04 plate stuck over a 60 plate?

I would reckon some baked goods / lock opening devices are involved

More likely someone is missing a set of number plates which have been stolen so the white Transit's real identity can be hidden (fuel theft maybe?).
RX04AYG is showing up as blue on the Gov website.

Given the fuel can in the back were they just out stealing fuel? Would be a bit daft to run a stolen motor on a plate that would ping ANPR as untaxed / no mot

Bit of a long shot - op do you know the location of this? I do know of a transit taken in past week . It did have signwriting on it though..easy to remove but likely to leave a mark.
