Golf Mk4 1.4 Vs Seat Arosa 1.0 Mpi

I'm looking to replace my Seat Arosa with a Mk4 golf. But it needs to be either the sdi or 1.4 E model for insurance reasons because i'm 17.

However, will the golf feel more powerful than my arosa?

And will it be a good car for me on B-Roads obviously i don't need something too quick because i'm learning, but i want something with good handling and is good fun to drive.

So is it worth me changing cars?

Any other car choices are well recieved, but parents don't want me to have anything bigger than a 1.4.
