The car makers resisting tighter emissions restrictions

They're pretty much all at it. The main culprits seem to be Fiat Chrysler, Ford, Daimler, BMW, Toyota and General Motors. Fiat Chrysler seem to be especially bad for this.

It looks like all the laggards who don't have much (if any) skin in the BEV game.
