How far off are WBAC?

I've seen a few cars I like recently but the dealer price is so far off WBAC I'm not sure where I should be aiming with private sellers.

For example -

WBAC - £15,775
Dealer - £24k

WBAC - £11,300
Dealer - £19k


Has the WBAC bubble burst or is this really what dealers are getting cars for?

What's it worth on WBAC now? Seems like there has been a big drop in offers recently but not sure if that'll be permanent or not
