If Trevor Carlin cannot see how it will ever get the use to pay for itself, who else in motorsport knows better?

At least that's what I understood the First Minister to say.
That was my read of it as well. No wonder they wanted nothing to do with it any more.

Looked like Welsh government would end up forking out something like £210M on failure of the project at any stage, but having no rights to either the land or any facilities created up to that point.
