Penalties in Motorsport

I enjoy all forms of Motorsport, F1 & BTCC being the main two, but not adverse to a bit of motorbike racing either.
Over the years, the penalties being issued for various ‘infringements’ has gotten out of hand... detriment to the sport.
I don’t enjoy the ‘Snitching’ whilst racing, with drivers & teams just trying to gain an advantage.
I see Football is upping their game with the yellow card system.
Basically, a player calling for a yellow card...will receive one themselves.
Red card: has varying length of bans...depending on severity.
Could a similar system work in Motorsport... not bans as such, but varying levels of time penalties.
Eg:
A yellow warning issued during a race: +1 second.
After ‘X’ amount of yellows, a red will be issued:
( Maybe on a rolling basis... could include grid drops)
