can anyone tell me why my passenger rear fog light is on when the lights are switched on, the drivers side one comes on when the fog lights are switched on but the passenger one is on all the time.

You only have one rear fog light, and it is on the drivers side. I suspect that you are seeing the normal rear lights.

There is no live feed for a passenger side rear fog light on a 997 so it can't light up. The reason I know is I replaced mine with aftermarket led ones and couldn't work out why the drivers side one lit up when switched on but the passenger side didn't, a bit of research found that that's the way the cars looms are wired. I confirmed this with a multimeter test.

Some people have added a circuit in so both lights will illuminate when switched on but if yours is lighting up with the normal lights you have a wiring fault somewhere and it should be in the vicinity of the rear light clusters and loom.

Maybe someone has fitted the wrong bulb in the passenger side ??
