Pavement parking ban

At the moment it's illegal to park on the pavement in London, and that law will be expanded shortly to cover the whole of the UK.
Of course many will simply ignore the law and carry on blocking the pavement, but to stop this some enterprising soul has come up with the most ridiculous and over the top 'solution'.
And I thought we in the US were the ones to come up with dumb ideas. eek

What I can't understand is that you have to dig a hole in the pavement to install it, so why not just dig the hole and put in bollards?

Because if one person does it, others believe that it's OK for them to follow suit.
Roads are for vehicles, pavements are for people. It's not overly complicated.
