Is My APR CAI supposed to be empty?

I have what looks like to be an APR cold air intake housing as shown in the photo.
I looked inside from the front entrance at the grill and took a picture. It looks like it's completely empty
inside and I can see the entire piping straight through. Isn't there supposed to be like an air filter
inside this box?

actually looking at more, I realize the filter IS in there but only the top part (which is facing directly outwards where the air is coming in) is ripped out or somehow vaporized.

Now this leads me to the next question. The car has been driving great, no CEL, no fault codes (except for the startup issue), but I read that doing an oil check is a great way to find out the condition of the engine. Is this true? What should I find in an oil analysis report that indicates a good/healthy engine and what sort of data would I find if its showing signs of poor or failing health?
Also, would asking my mechanic to remove the spark plugs and take a look down the cylinder holes be a good way check the quality of the pistons and see if there is carbon build up or anything else?

Does anyone know why the top part of the filter that is facing directly where the air comes in from at intake hose would be completely bare/stripped?
Is it possible that if a filter is pretty old, the material can just vaporize or get sucked into the intake?
The other possibility is that the previous owner cut it out at the top...but I don't know why anyone would do such a thing unless they had a wish to kill their car?
The last thought that came to my mind was if it's possible for an animal, like small birds or some rodent to have crawled into the intake housing and starting chewing up the soft air filter? The circular hole looks too perfect and neat to be made by some animal, but just wondering if that's possible and or has ever happened to anyone? I guess most air filters have a solid top and the filter wraps around. But this VWR air filter doesn't have a hard top. It's completely soft all around. Since the way it's positioned, the top head of it is facing directly where the air comes in, I'd guess that it's common with VWR air filters to lose their tops?

I need to buy a replacement air filter for it but I was just wondering if I could
buy a Neuspeed air filter and fit it with some hose clamps.
If the intake piping are the same sizes, then theoretically it should simply clamp/bolt on easily using
some tools, but I'm not 100% sure.
Neuspeed gives dimensions: Flange ID 3", Filter length 5", OAL 6.75" and diameter of cone 5-6" cone.
But I can't find dimensions on the VWR air filter: VWR12G60R-FO (part number).
I was just wondering because I'd like to have 1 foam filter (VRW) and 1 oiled/cotton gauze air filter and
possibly interchange them when I need to.
