This is pretty much it. Policing on the roads is now left to ANPR and Speed Camera Partnerships, until they start these 'Operations' to target certain user groups.

I think the major angst is that Derbyshire police just stand at the side of the road and wave every bike in. The do it indiscriminately, and then see what they can nick you for.
