Random Motorcycle restrictions Bank

On my commute home I occasionally go right through the city when I don't have the stomach to deal with lower thames street without screaming at coach drivers.
Anyway so I got a penalty from City of London telling me I used restricted access. Turns out they are testing some new special restrictions that have been in place less than a month. Effectively from Queen Victiria Street if you enter the Bank junction 65 quid please between ( can't remember the times but its like 4 and 7 ish)
So A) don't get caught. B) I am tempted to complain that I have never seen any signs to the effect that this was changing. I am sure they are there but can I argue they are too small? Any bright ideas?
The thing is they do make it difficult for motorcycles going east. Lower Thames Street ruined and now bank closed.
Sorry this is like a 2/10 rant but its monday so haven't fully built up my anger yet.
