Rear fog light only?

Have been meaning to post this for a couple of days...…. Was travelling behind a recent Audi (had fancy 'progressive' indicators), but I didn't pay attention to the reg details, which may have revealed the ageredface. The weather was misty, and the rear fog light was on, but NO REAR LIGHTS, which was a surprise, as on most (all?) cars the lights have to be on for the fog light to work. I was right behind it when stopped at a roundabout, so it wasn't the rear lights not being visible through the fog rolleyes - they definitely weren't on - can anyone explain if this is how they are intended to work?

Put this in Audi, VW Skoda etc on Friday, but only 1 reply, so thought I'd try it here.
