Domain name brokers

A domain name I want is already taken, but is simply parked on an ISP's holding page.

I have tried to contact the registrant through a Whois lookup to make them an offer, but no reply.

Does anyone recommend a REPUTABLE agent/broker who can get hold of it for me?
