Android delete bin full on htc 10

Just wondering what to do here, as there doesn't seem to be any kind of recycle bin anywhere?
If i delete something now it warns me item will be 'permanently' deleted? How do i empty the bin? Thanks.

Settings > Storage > Cached Data > Clear cached data > OK

Just download an Android app to clean it. I use Cleanmaster on my Nexus 7.
