Casting from a PC remote from wifi

What is the best way to watch TV or films downloaded from such as amazon when you haven't got wifi.

Scenario is we have a Touring Caravan on a seasonal pitch and I'd like to be able to take films or TV up there on either laptop or tablet and watch them on the portable TV. (without messing about with HDMI).

We don't have wifi on site, though i could possibly use a phone as a wfi hub, but without connecting to the internet.

Products like Chromecast or Apple TV seem to rely on wifi from what i can gather.

Surely HDMI cable will be the answer, what's 'messing about with' compared to getting other methods to work?

Its just awkward due to the layout of the van, but you may be right.
