Snapseed can do it, to an extent. You can choose a default size which photos should be exported as in the settings menu. Then export any pic you choose in that size. There's also a setting for the default image quality to save in, which would reduce the file size. Don't know if that'll be sufficient for you though.
Have you actually tried LR on android? The free version will allow you choose a size of 2048px for exports, but if you have a paid CC account perhaps there are other size options available.

It's annoying isn't it, no idea why the stock gallery/camera apps don't let you copy and resize as the Cameras noe take pictures that are too high resolution to use in lots of apps and web pages.
Have you tried taking a screen-shot and then using the crop tool that then pops up to see how that works? In theory it'll start from your screen resolution, rather than the picture resolution, which might be OK.

For the others, a forum I post pictures to, has a 250k limit. So rather than guess and resize, in Lightroom I have a preset that resizes to 800 pixels along the long edge and maximizes the file size to 250k. That way it automatically adjusts the compression and I get the best photo quality to post.
I am an experienced Photoshop user, so the resizing of photos is second nature, I just wanted to be able to do it from my phone as well.
I just tried this on Snapseed out of curiosity.
Started with a 1.6MB image of 4032x3024 resolution.
Set the export setting to 800px on the long edge, and left the quality setting at 95%.
The resultant exported pic was 139KB and 800x600.
Quick and easy, as you only need to set the export options once, rather than with each individual export.
