I have to say even even though that diving bloke is an expert in his field, it just shows how a little bit of power makes you sound like a proper idiot.
Saying she wasn't in the river then saying they couldn't scan the reeds, really smacks of he should just have kept his mouth shut in the first place, but his ego got the better of him, which is common thing with these types of people.
I hope, even though he does a lot of good, he reflects of the pain, suffering and speculation he directly caused.

It wasn't he couldn't scan the reeds but said he wasn't tasked to therefore trying to deflect it away from his own failure.
