Yes that's the standard politician's manual 'Response 1' = "we need more of the same", followed by 'Response 2' = "it isn't working because the public don't understand the importance" which ultimately leads to 'Response 3' = "the EU now require this to be taken to ridiculous limits in a Brussels edict so we have no choice"
