If there were such a thing, you would probably be right. Resources would be diverted to deal with those problems in the areas they occurred.

Large earthquakes would generally mean a dispruption to the whole infrastructure and especially roads. I doubt there would be many places left where speeding could happen so there would be no point deploying lazer firers to stand on the 100 meters of unbroken tarmac sections left after the quake!
