Inspired by the 'is my unsigned fpn valid' thread, what happens if a driver fails to submit their licence and pay the fine in the seven days permitted by the issuing officer?
I ask this as I recall a friend telling stories about his brother getting caught for a range of offences from driving with no tax to speeding, but taking no action other than throwing away his copy of the notice.
How on earth can he get away with it?

For example, when i issue a ticket i keep the counterpart which is an exact copy of your front one. I fill in my own details on the back and submit it to the AOJ department. They log it etc and should you not send in your D/L and or fine they will just request a summons is issued which can take a few months to do (we have 6 months to lay the information to the court).
Thing to be wary of with your mate is that should he not turn up for summons or moves address etc then they will just revoke the driving license. If he gets stopped and a license check is carried out he be commiting further offences as well as being wanted on warrant.

But I don't understand how he has got away with it for so long. As far as I know he hasn't moved, though he has had a list of bangers as long as both arms, and hasn't suffered any consequences. Both my pal and his brother have a 'they're too busy doing other things' mentality.

Well they will catch up eventually if he is telling the truth. As all the fines are stored somewhere. It does depend if the officer submitted the forms though.
Sometimes they do crackdowns on outstanding fines and all of a sudden there is a blitz.
It also depends if he gave the correct details in the first place and had any of the vehicles registered to him.
AOJ is Administion of Justice department. They deal with the issue of summons and work with the fines processing unit (where my copy of the tickets go). They also deal with my copy of the producers. etc.
They are the people that are the link between the police and the courts i believe.

Thanks for the info. I guess it's reasonable to assume that the cars he had weren't registered to him. I've only ever seen his house once and it had two Cossies and a golf on the drive, all knackered, that he paid peanuts for.
It makes me incandescent with rage that people get away with that kind of blatant disregard for the law.

So what about all the posts on here which say "just got a NIP, how do I get out of it?" Same thing, shirley.
Quite so. If we're being honest about it, I would have thought that quite a lot of folk on here would be perfectly happy to evade penalties for speeding, if that's all it amounts to.

AFAIK, you will have to inform them of the move at the same time you send it off to be endorsed, and pay the fee..
The bumph that come with the NOIP does it not tell you to send the cheque and the Driving Licence to the Clerk of the Justices of the area in which you were caught?
AFAIAA you dont send to DVLA who should be informed of the change of your address forthwith.
Send, if you accept, the cheque/Licence off to CotJ with covering letter that you have just moved house (note new address) and that you will inform DVLA of change on return of Licence from him.
