Some are. Larry Larson changes quite a lot between street trim and race trim. Others change less. It's an impressive feat, certainly, but is it a street car? Not really. Then again, I wouldn't say Frosty's is either. They're cars that can be made street legal with varying degrees of effort. I wonder how much slower a top NHRA Pro Mod would be if you added the minimum necessary to make it street legal.Quickest and fastest street car? I'd guess that'd be Steve Neimantas.
As per the Hot Rod Magazine (we don't like Andy Frost) "Unlimited Class" rules. You can drive to the event, do whatever you like to the car in the parking lot, do a pro-mod run, make the vehicle road legal again and drive to the next track.
My ten Cents worth if a car drives from the road to the tree, does a quarter and drives back on to the road then it's a street legal quarter mile. Driving the car, stripping it back to pro-mad spec, doing a quarter and putting all the stuff back is a pro-mod quarter in a car that is then made road legal again.
I think Larry's truck is great for two reasons. It's a truck so Red Victor III is still the worlds fastest car and Dave Frieburger said "Let's see what you can do" and he did.
