i tend to service my cars every year whether its been driven or not. why would you question 7 stamps with 26k's on the clock? its 7 years old now

seems a bargain. goes to show that bmw's dont really hold their money like they use to

A 2001 car should not need a light respray to get it mint (maybe if it was 20 years old you'd get paint fade). The only part if any where would be the front portion of the car if there were any stone chips plus the bumpers if you say they are scuffed (although if they are scuffed clearly it has not been driven with care).
As evo said above - a car must be serviced at the very minimum every 12 months or when the mileage determines it - which ever comes sooner. If it's a low miler doing very little miles each year then it would have to be serviced every year.

I wouldn't worry about getting smoked off the lights by any car. You're in an M3 - you can cruise and people just know what your car is capable of without any need to prove it smile - although the S4 (with around 340bhp and a big v8) and M3 do have very similar performance figures on paper with the M3 edging slightly ahead mainly due to it being slightly lighter.

One thing is worthing finding out if the bearing / shells engine recall service action was carried out by the previous owner - check with the service history at BMW. If it hasn't had it done GET it done as you could be looking at engine failure. All pre 2004 cars need this done.
