My Mrs is taking me up 'the tower' for my birthday

I wouldn't worry too much about the time between tea and dinner. So long as you're planning a fast boat ride between the two, you will be purged of lunch anyway! 
As for the OXO Tower, I wouldn't recommend the restaurant. I've never eaten in it, but it's twice the price of the Brasserie side (which still has all the same views of the London skyline), and the food in the Brasserie is absolutely wonderful, so why bother paying twice as much for something which I doubt will make that much difference to the success of the evening?
If you do go for the Brasserie, the lamb gnocchi starter is, as I recall, sublime.
