Is water THAT expensive?

I'm trying to persuade my LL to agree to a meter being fitted, last bill for a 1 bed flat, with just me living there, was £330 for the year. Money's tight enough as it is, so why the fk has she taken a week to 'think about it'? It would only be beneficial to her surely?

£47 a month with a water meter - 4 bed house 2 adults 2 kids...3 cars to wash and a garden to water all summer (we never have a hosepipe ban )

Now thats what I pay on my DD oddly I am £70 in credit on the last bill (just arrived) but they still want to increase my DD to £54 a month. I'm guessing this means they are about to put the price up......
