Moronic picture hanging question.

I would like to hang a picture frame up on a plaster board wall and with the frame came 4 little screws and two fixing things with loops on.
The instructions are sparse and say do not use a wire.
There are no hole in the frame to fix the fixings too.
How on earth do I do it? I've for a snotty awful head cold and can't make any sense of the instructions I found on the net

If you got 2 of these with the picture, they screw onto the frame.
Make sure you don't go all the way through to the front.

Once attached, measure the centres and mark the corresponding centres on the wall.
Stick 2 of these in with the screw heads proud and hang the loops on the screwheads. Dont overtighten the plugs or they'll just spin in the wall.

Or Velcro.

From experience do not just screw these into the plasterboard. Drill a decent pilot hole first otherwise you'll find that half board crumbles around the screw.

Screw the eyelets to the frame about 1/4 way down from the top. Stretch a piece of picture wire between them and twist it off. Now from behind the picture take up the weight of the picture on your fingers to gauge the amount of stretch in the wire and measure this from the top of the frame i.e. the wire might be 3" down from the top of the frame when it's tensioned. Now knowing where on the wall you want to the top of the frame to be you measure down the same amount i.e. in my example 3" down from the where the top of the frame - and this is where you want your screws/picture nails to be. Use 2 x screws or nails because it's much easier to level up a picture on two hooks because it will not swing from side to side like on one hook. Hang your picture and level it up, job done... All assuming your walls are sound and the picture doesn't weigh an absolute ton!

Ikea do them. I have 2 ready to go up. The frame in question is 20x16 inches. I need a white board for shopping lists and reminders but they are all ugly so have framed some pretty wrapping paper in a nice frame and will use the glass surface to write on. Looks very pretty
