I am 99% sure rats have moved into my shed neighbours run ice cream vans so stock edible food less than twenty foot away if I have an inkling they are here he must know? Should I tell him to fking sort it or give him time?

Sort it in your shed, and be neighbourly and advise your neighbour of the problem rather than "telling him to fking sort it"

Speak to your neighbours, as rats won't just be on your property.

My suggestion would be to get some rat traps £5 from Screwfix and bait them with peanut butter. Depending on where you live, your council may also be able to put some poison down FOC.
