Loft insulation on roof without felt

We've had our Victorian terrace for a few years now but have finally decided that we need to make use of the loft as we've run out of storage elsewhere in the house.So far we've put off using it as its so full of soot/ dust and we don't want to get stuff covered in crap.

Due to the age of the house there is no felt behind the tiles, which has caused all the dust in there. Once I've got rid of the dust with a decent vacuum I want to ensure that there's little more that comes in and covers everything, therefore I wondered what is the best way of covering the rafters to ensure that the dust doesn't get too bad but the ventilation is maintained?

I'd factor in a re roof using the old slate if possible. Don't cut corners on a roof as it's an important part of the property you own!

We had thought of that, however the downside is that the cost outweighs the benefit plus, other than lack of felt, the roof is in good condition.
