Then it damn well ought to be.
Do we allow morons to drive through town centres at 80 while drunk because 'it isn't their fault they are a moron?
No, you don't give them a licence.

You don't need a licence to walk.

People going on about pedestrians being here before cars so they have every right. Seriously listen to yourselves. Its the 21st century, things have changed.
Without the aid of cars and other vehicles you pedestrians wouldn't have anywhere to walk to.
yes, where would we be without the big delivery trucks that delivered all the mountains, woods, beaches etc

Horses and pedestrians don't need a smooth surface. the Romans built roads because they were keen on wheels.

Roman roads in (for example) the City of London were much wider than required for even the fattest pedestrian, they were specifically designed to be wide enough for carts.
I think armies marching on foot can cover a much greater distance over a smooth surface- the Roman roads were built for their armies, and all other traffic (vehicle, horse or pedestrian) had to get off the road to let the legions through. Obviously vehicles have to get into cities, but it's more a case of having the houses far enough apart- can you imagine an entire city where the only spaces between buildings are tiny alleyways?

Incidentally, all wheeled traffic was banned from Rome itself during daylight to keep the roads clear...
