In the first one RT stands for "retweet". Ling is retweeting (forwarding, effectively) the tweet. People who have set their twitter accounts to follow Ling will receive this in the stack of tweets they see. You can tell it's Ling doing this (subject to normal caveats about it really being her etc) because you can see the (re)tweet has come from @LINGsCARs because the account that re(tweeted) it is shown above the tweet.
Now you get to the convention where the >> shows where the bit she retweeted (from @Ratemywhatever) ends, and she's added her own comment - the bit about "you don't even have a website - that is directed at @Ratemy, not Brewer.
So, Ratemywhatever tweeted, bragging that Brewer had retweeted something they had tweeted (we can't tell what from this - they are just bragginng about it) and Ling had told them to flip off.
They included the @brewer and @ling tags so that Twitter would alert both Ling and Brewer to the fact they'd been mentioned by Ratemy.
Ling retweeted, added her own comments, Brewer got totally the wrong end of the stick and got the ump.
As for the question about "does it go in a forum post for everyone to see" - yes - and no. As I said, people who follow Ling and/or Brewer and/or Ratemywhatever will have the conversation listed in their twitter feed - a stream of tweets, a bit like refreshing the forum here to see what new posts are there. People who don't follow them won't see them in the feed, but can search for them if they wish.
ETA - and if someone deletes them because they realise they have said something silly, they are gone (unless some cheeky soul took a screenshot and saved it somewhere)

Exactly so. It's a just a tool or conduit. What you do with it, and how you use it, is up to you. But using it to follow subjects that you are interested in is very good.
I tend to use it a news ticker to get updates and news from various things that I'm interested in. Maybe someone just posted a new article to their blog that I follow and posted a tweet with a link to it to let their followers know it's there. Sniffpetrol is a good example (he also sometimes tweets during a F1 race with amusing comments).
And, unlike Facebook, if someone tweets then all their followers see it, not just a small proportion.
Saying that you looked at Twitter once and concluded it was rubbish is as nonsensical as saying that you turned on a telly once, didn't like the programme that was showing, and then concluding that telly is rubbish.

Fundamental Internet flaw, proven time and time again. If people cannot see who they're talking to or hear the nuances in their voices, if they're just reading written word in a uniform font from somebody miles away, the conversations is depersonalized and people will behave differently. I bet if you stood Ling and Brewer at a bar somewhere they'd get on fine, and this goes for most of the people who have silly little run-ins here.
Of course in this case Brewer doesn't even seem to know who's talking to him so this is a particularly severe case of depersonalization...
Misinterpreted e-mails and the run-ins they cause at work are a source of rich amusement, if you're not involved.

"RateMyCarDealer" seems like a new company without even a website. They are owned by an Italian web company and an Italian chap who is a director of that company. On Twitter, it's claimed they are a new company owned by a "youngster". And why would they feel the need to brag about being RTd by Brewer?
They were canvassing **MY CUSTOMERS** on Twitter at 10pm Sunday evening, asking if anyone was my customer etc. That's outrageous (the timing).
They were obviously trawling for dirt, at a time they didn't think I would be online. But... I was. Heh.
So I robustly told them where they could go, hence the "F*** Off".
I have over 1500 customer testimonials online, with full names, addresses, postcodes, so don't really need some bloody Italian company critiquing me.
As you can see, Brewer must have re-tweeted them in some sugary way, and they stirred the st, and he reacted.

Re: Mike Brewer - I always assumed he would probably be OK in RL, just a bit of a cock on TV. Like many people, seems he is just a bit of a cock.
I guess there is some history between them - I'm sure Brewer would be quite pleasant if I actually met him - and that is bringing out his cockish behaviour in this instance.
