In the very late 70's Hella bought out a high level brake light kit

They were completely legal having the relevent "E" marking for a brake light rather than tail or brake lights, however I got fed up with being flashed by those behind who obviously thought they were fogs, not to mention having to explain them to occasional traffic police, (remember them?)
I was amused when a number of years later they became standard fit

Aa Metric Max says high level brake light kits were an accessory prior to becoming a requirement on new cars in 1999 or there abouts.
Still available it seems, I just saw this one with leds.
I had my one and only company car in 1992, a 1990 Rover 214SLi, and it had an extra brake-light at the top of the rear screen.
But living in Stroud with plenty of unlit roads it really did create some glare in the rear-view mirror whenever it was on.
High level brake-lights seem quite common now though and strike me as a good idea. I've never noticed high level fog lights though.

No 240 estate in the early eighties would be seen without these, normally fixed on a chrome poles that looked like they used to hold the shower curtain up.
Not forgetting the full length rear Volvo branded mud flap, hanging about 5mm off the road, that was once minding it's own business on the back of a coach, before being swiped and cutdown.

Reminds me of the new Q5 which as a option had a 4th brake light projected from the spoiler onto the rear window
