Why haven't they caught on or why aren't they used more?
Apart from a coulple of miles at the start of the M42 and in a few of the tunnels in London I can't think of anywhere else I've seen them. They seem to work really well, better than the traditional type anyway which can be very hit and miss.
I guess cost may be an issue, but I can't see then being that much more to produce.

ETA....I forgot, there are about 10 of them on a little bridge on my daily commute.
