Peeing on the hard shoulder

On two occasions today I saw blokes doing their business on the hard shoulder of motorways. If youve got kids I can sort of understand, although I wouldn't risk it myself, fair enough if there's an accident and you've been stuck a while.
But in normal traffic, where there's junctions and services every few miles there are better options.

What are people's view on this?
