Under 4k - Cheap as possible to run

As well as trying to find a car for myself at the moment, I'm also trying to help my brother in his search too. He has around 4k to spend, including insurance, and wants something that is going to be super cheap to run...i'm talking cheap insurance, good mpg (45-50 atleast on motorway run), low tax band, cheapish service costs etc.

I read the thread on the high mpg petrol cars and noted the 107/iq/aygo suggestions but none fall into his budget as they seem to be holding their value rather well.

Which cars should I be putting to him for review? He's not the biggest petrolhead in the world as you can tell from what he requires but like a lot of people at the moment, he just needs something to get him from A to B for as little as possible while money is tight
