Why is Davos-Stelvio so called?

Why do people refer to the Davos-Stevlio road, when if I look on a map, it doesnt go to Stelvio but finishes at Sluderno?
Also some threads seem to hint that this road (route 28) is the same as the "Stelvio Pass", but again the map suggests that the latter is a very different road which seems to be route SS38?
Am I missing something?
